Rook and bishop hold against a queen when the king is tucked behind them, the rook is protected by the king, and the bishop covers the squares the queen would use to check or fork.
A queen is nominally worth about as much as rook plus bishop, and in practice this material balance is often drawn. The reason is that rook and bishop can build a fortress the queen cannot break without help from pawns.
