Even with the attacking king next to the pawn, the defender holds if the bishop controls the pawn's next square along a long diagonal. The pawn can never advance without being taken.
White has an ideal-looking setup: the king on d6 supports the c-pawn and the black king is not in front of it. Yet Black draws, because the bishop on h2 watches c7 along the b8-h2 diagonal. Whenever the pawn advances to c7 it is simply captured, and bishop takes pawn with king recapture leaves a bare-king draw.
